For a long time it was quiet about the minimum pension. After the CDU / CSU and SPD had agreed to introduce the Lebensleistungsrente by 2017 in the coalition agreement, the focus was initially on the implementation of the pension package. Even though the government did not yet know how many people could actually benefit from a minimum pension , and how much the additional financial burden would be , they were still holding on to an introduction. According to the coalition agreement of the CDU, CSU and SPD, life benefits and long-term contributions in social security are to pay off and a solidarity -based pension will be introduced by 2017 , quoted, for example, the Rheinische Post from a response by the Federal Ministry of Labor to a request by Alliance 90 / Die green.

However, with regard to the question of the aim and structure of the life benefit pension, the Federal Government noted that a decision regarding the introduction, organization and financing had not yet been made. Solidarrente instead of Lebenslebensleistungsleistungsente

Even though Labor Minister Andrea Nahles (SPD) still believed in the introduction of a lifetime achievement in March 2016 and announced a concept in 2016, the politician finally said goodbye to it. Instead, she introduced the concept of solidarity at the end of 2016. The associated benefit should be ten percent above the basic social security level in old age.

That should reach the lifetime benefit pension

In particular, those who have earned below average income for years, and people who have "cared for and raised relatives and raised children," should benefit from the Life Benefit Pension. The pension, however, was subject to certain conditions. A claim should exist for pensioners, if they can prove at retirement at least between 2017 and 2023 at least 35 contribution years in the statutory pension insurance, then 40 years, explained the Rheinische Post. If the pension will be less than 30 credit units, the age of money had been raised to that level. In 2014, this would have meant a minimum pension of just under € 700 (East) or around € 760 (West).

When does a minimum pension for low earners come?

In the past, the conclusion of a private old-age provision was also discussed as a prerequisite for the life benefit pension. Whether the government will pursue this proposal with the new Solidarrente must show the future negotiations on the minimum pension. It remains to be seen that the government will actually honor its commitment in the coalition agreement . As early as 2012, the increase in mini-pensions was discussed. However, the project of the then Federal Labor Minister Ursula von der Leyen was postponed indefinitely after the election.

The Solidarrente now seems to threaten this fate. Because on a compromise CDU / CSU and SPD have not been able to agree. However, there is not much time left to launch this important pension plan before the next federal election. Accordingly exciting remains the question of which election promises the parties will go into the election campaign and whether a pension on basic security level for low-income earners is actually decided in the next few years.
